Neighbourhood Plan Surveys & Consultations

The Steering Group has commissioned a number of independent reports in the first half of 2018:

  • Cheshire Community Action (CCA) – Household Survey on Housing Need
  • Cheshire Wildlife Trust – ‘Habitat and Diversity Study;  Protecting and Enhancing Utkinton and Cotebrook’s Natural Environment’
  • Blackfryers – ‘Utkinton landscape character assessment’

The first of these represents a survey amongst Households in the Parish and resulted in an overall 44% response rate (the largest % in CCA’s history of producing such reports). It will be complemented by a Borough-wide project by CWaC to map housing need across Cheshire West and Chester (due mid to late May).

The second report sets out some conclusions and actions for the Parish Council and Neighbourhood Steering Group to undertake in order to satisfy the title of the report.

The ‘Utkinton landscape character assessment’ was undertaken in 2018 as a supporting document to  the Neighbourhood Plan and also to act as evidence in an Appeal Against Development within Utkinton: 002 Utkinton landscape character assessment

The third report was commissioned jointly with the Parish Council to enable the Neighbourhood Plan to have a firm base for Housing Need and for the Parish Council to gather evidence to support the decision by CWaC to refuse planning permission for the ‘Northgate’ field.

Further survey results will be posted here as and when available. Attached to this page are three previous Household Needs Surveys made by Utkinton and Utkinton & Cotebrook Parish Councils;

The Steering Group for Utkinton and Cotebrook Neighbourhood Plan have been busy attending local functions and canvassing views at various meetings over the past few weeks.
They have prepared a number of surveys covering, initially, four sections of our community including:

  • Households & Education
  • Farming
  • Business

These surveys are being distributed at the public meetings, on a door to door basis or can be downloaded or if you would prefer, by completing them online or by clicking the links below, – there are separate links for each of the surveys.

It would be very helpful if  the Steering Group get your feedback – simply because your views  matter and will be used to help formulate the Draft Neighbourhood Plan and, subsequently, the final plan that will help us to manage how our communities evolve over the next 10 – 15 years.


Regulation 14 Consultation

The following four , individual, consultations were undertaken between April and September 2019, They are the final stages before the Draft Neighbourhood Plan is written and submitted for validation to CCA and then to CWaC.  The submission to CWaC is likely to take place early in 2020.

Utkinton and Cotebrook Neighbourhood Plan

The Draft plan is in its final stages of preparation prior to it being circulated as part of our commitment to a full and transparent consultation with the residents of the Parish and those groups with whom we have had previous contact.

It is likely that a final draft will be available in the next week or two and once this has been agreed by the outgoing Parish Council and we have taken advice from CWaC and CCA, we will start the process of printing and distributing copies for you all to look at.

Once we have circulated it there will be a period of six-weeks for you to respond with any comments or amendments.

  1. Neighbourhood Plan Consultation

By now you should have received two documents – the ‘Draft Plan’ and a ‘Comments Questionnaire’.  Getting these to every household in the Parish is the start of a six-week consultation process during which you can have your say on the various policies that have been drawn up.  These policies are based on the original consultations and the ‘Vision and Objectives’ documents that more than half of the Parish has completed since 2016.

So, we would ask you to read through the document and make comments against the relevant questions on the separate paper.  You can comment on items you would like to strengthen, add items that you believe should be included and suggest amendments to any of the policies.  We hope there is sufficient room on the ‘Comments’ paper but, if need be, use an additional sheet.  It may be that more of your family or household wish to comment, in which case there is an additional sheet that you can download below.  Once complete we would greatly appreciate you adding your name(s), age(s) and gender(s) and then dropping off the forms at one of the three collection points;

  • Nicole James, Hairdressers in Cotebrook
  • Rose Farm Shop in Utkinton
  • Bramble Bank, John Street, Utkinton

The six-weeks will be complete on the 6th September, and during the period of consultation we will arrange some local public meetings at which we can feed back the results and get your comments.

Following that the Final Draft will be submitted to Cheshire Community Action and then Cheshire West and Chester Borough Council for validation.  Once passed by these validations a Final Neighbourhood Plan will be submitted to an Inspector who will comment on it and then it will be subject to a Parish Wide Referendum.

We really appreciate your help and guidance in making this Utkinton and Cotebrook Neighbourhood Plan a document we can all be proud of.

  1. Utkinton and Cotebrook Neighbourhood Plan

The first Neighbourhood Plan consultation meeting was held today at Cotebrook Village Hall and, thus far, just under 10% of the survey forms have been returned – with some very positive responses and some interesting comments have been made.  These will all be taken into consideration as the process evolves.

You, too, can have YOUR say! By simply completing the form that was enclosed with the draft plan and returning to one of the boxes located in the foyer of Rose Farm Shop, the Cafe and Hairdressers in Cotebrook or direct to the Neighbourhood Plan Steering Group care of ‘Bramble Bank’ on John Street in Utkinton.

The next formal public consultation is being held on Saturday 7th September in Utkinton Village Hall between 2pm and 4pm.

Following that, the Steering Group will collate all the comments prior to discussions with the Parish Council and then with Cheshire Community Action and Cheshire West and Chester.

This is an important milestone for our Parish and its future, so please let us know what you think.

A public consultation meeting to consolidate the Utkinton and Cotebrook Draft Neighbourhood Plan will held in Utkinton Village Hall today, between 2pm and 4pm and members of the steering committee will be there to answer any questions you may have and listen to any comments that you might like to add.

The next stages will be validation by Cheshire Community Action and then Cheshire West and Chester before submitting a FINAL Draft for scrutiny.

This is an important part of the process – please come along and have YOUR say.

I don’t support the extension of the 20mph speed limit. This limit should in any case only apply during term time.

Notice of Publication of the proposed Utkinton and Cotebrook Neighbourhood Plan

The Neighbourhood Planning (General) Regulations 2012 (as amended) Regulation 16 

A neighbourhood plan has been proposed for the Utkinton and Cotebrook neighbourhood area by Utkinton and Cotebrook Parish Council which aims to give local people a greater say about future development in the area. The proposed plan sets out a number of key objectives and policies to be used when determining planning applications.

The proposed plan has now been submitted to Cheshire West and Chester Council and a period of publicity will take place between Monday 12 October 2020 and 5pm on Monday 30 November 2020. During this time, any interested parties can make comments on the proposed plan and accompanying documents. Following the publicity period, an independent Examiner will be appointed who will consider the proposed plan and any comments made.

If you would like to see a copy of the proposed neighbourhood plan and supporting documents, go to the neighbourhood planning page of the Cheshire West and Chester Council website www.cheshirewestandchester.gov.uk/neighbourhoodplanning

 Hard copies of the proposed neighbourhood plan will also be available from Sandiway library during the consultation period:

Paper copies are also available at: Rose Farm Shop/Café, John Street, Tarporley CW6 0LP; Utkinton Village Hall, John Street, Utkinton, CW6 0LP; and Cotebrook Village Hall, Stable Lane, Cotebrook, Tarporley, CW6 0JJ.

Comments can be submitted online, or by completing the response form and emailing it to neighbourhoodplanning@cheshirewestandchester.gov.uk or posting it to Planning Policy, Cheshire West and Chester Council, 4 Civic Way, Ellesmere Port, CH65 0BE. Comments are encouraged by email (to avoid unnecessary handling of post during the coronavirus pandemic) but postal comments will still be accepted. Any comments should be received by the Council by 5pm on Monday 30 November 2020. Comments received after this time may not be considered.
